We’re No Longer Responsible for Electricity Meters, Discos Tell Consumers
METERING TO CONSUMERS
Electricity distribution companies in Nigeria’s power
sector Sunday declared that they have been freed from the responsibility of
providing meters to power consumers under their networks, adding that the newly
initiated Meter Assets Provider (MAP) programme of the Nigerian Electricity
Regulatory Commission (NERC) is now to be saddled with that task.
The Discos also gave three conditions upon which the
country’s electricity supply could be stable, calling on President Muhammadu
Buhari to sit up and address the challenges of the sector without politics.
Speaking at a press briefing in Abuja, the Executive
Director for Research and Advocacy of the Association of Nigerian Electricity
Distributors (ANED), Mr. Sunday Oduntan, said that NERC’s MAP had assumed the
responsibility of providing meters to Nigerians, in which case the Discos no
longer hold that primary responsibility.
ANED is the trade association of the Discos, while MAP
was initiated by NERC to improve meter deployment rate in the country’s
electricity sector using approved third-party operators.
The commission had as at early March approved 121 firms
to participate in the scheme.
But speaking on the development, Oduntan explained that
the Discos have taken a backseat in the task, and would only support the MAP
operators to do their jobs.
“The failures of the legacy years caught up with us when
we came on board and in trying to roll out meters, we need to do a lot more.
“We have done quite a lot. In our performance agreements.
There are a number of meters that we were required to provide within five
years, and within the five-year period, we did 88 per cent of what we were
required to do.
“But you need to understand that what we were required to
do was far low compared to the nation’s metering requirement.
“Those who have meters will tell you they are happy, and
those who don’t have meters have a right to be aggrieved. So, metering now has
been taken off the Discos’ primary responsibilities,” said Oduntan.
“In summary, the MAP providers are essentially now in
charge of metering and not the Discos. We are participants and have roles to
play.
“We are playing along and doing what we are expected to
do and asked to do as Discos, but we are not the one that will now provide
meters to Nigerians going forward and people should understand that,” he said.
According to him, the Discos “support anything or
programme that will make it possible for Nigerians to have meters,” adding: “We
are in support of it but please put on our front doors what belong to us and to
others what belongs to them.”
“We are partners and want people to understand now
because MAP providers are now in charge of meters that is the facts that
Nigerians should understand and I don’t want any politician to start playing
politics that it is not, it is MAP and we support MAP.
“The more meters we have in our networks, the better for
us because people will for once pay for what they consume. Studies have shown
that those who waste electricity are the one who are on estimated bills,” he
added.
He said the Discos were equally worried about the move to
criminalise estimated billing methodology of the NERC, adding that if that
happens, they will most likely deny supply to consumers without meters to avoid
going to prison for failing the proposed law.
“The moment you make estimated billing a criminal offence
for me as a Disco, you are telling me that if I cannot give you a meter, I
should not give you light. So, I cannot go to prison. Let common sense prevail
if you are saying it is a criminal offence,” he said.
On the conditions required for electricity supply to
become stable in the country, Oduntan said it was necessary for the government
to allow for cost-reflective tariff in the sector, provide financial subsidies
for people who may not be able to pay the right tariff, and create regulatory
assets scheme for the Discos.
This, he stated, would make the Discos to be able to
source finance from banks to fund their operations in the event that the
government is cautious of a public backlash over cost-reflective tariff.
Claiming that NERC has failed to undertake a review of
its tariff since 2016 to allow for a tariff that is cost-efficient, Oduntan
said that the financial shortfall from this was now in excess of N1.4 trillion.
He however could not give more details on this, but stated:
“There has never been a single minor tariff review since 2016. We have been
expecting reviews since 2016, and anything short of that means that sector will
not work.”

AN INNOCENT MAN STEPS OUT AFTER 24 YEARS IN PRISON; OLAIDE OLATUNJI SHARES HIS STORY OF SURVIVAL, FREEDOM AND HOPES.
HOW
IT STARTED.
I trained as a photographer but back in the 80s I didn’t
have enough photography work to sustain me so I worked with my father who traded in cattle. My father was an old man so
I joined him and I used to go to the bush to buy the animals. I was married with
two sons.
That year, as the time for the Ileya Festival drew closer, we were
going to supply some companies with cattle so I had to go and buy them from
Niger state. He listed all the things that I was going to buy – cows, rams and
goats. I left Lagos on the 30th of May, 1988 to Gwari in Niger state. I had to
go inside the bush to select the animals I wanted so that I would get a trailer
to convey them to Lagos.
THE
ARREST
Because of the language barrier, I needed an interpreter
for the negotiations. We were in the bush when some policemen came and asked me
if I was a visitor. I said yes, I was a visitor that I had been coming to the
village for many years. The man said they were looking for people who ran into
the bush.
I said I didn’t know anything about it that I was
selecting rams there. Then they arrested me and took me to the police station
even though the interpreter told them I had been coming to the village for some
time.
The next day, the 1st of June, they said the case could
not be handled at that station and it was transferred to the State CID at
Niger. From there they transferred me to Ilorin in Kwara state. All the while,
I never knew what they were accusing me of. After a week, some policemen came
from Lagos, they said they were from the Anti-Terrorsist squad and they
conveyed me and some people that were arrested with me to Lagos.
I was with N325,000
cash which I wanted to use to buy cows at Niger. The money followed me up to
Ilorin but when we got to Lagos, I didn’t hear anything about the money again.
The Police men did not give me or my family members.
PAIN
, TORTURE AND TRIAL
They took me to Adeniji Adele Police Station, Lagos. That
was when they started giving me hell. They hung me, beat and
tortured me. That was the day I knew they were accusing me of murder.
They said somebody was killed in Lagos and his car was snatched and they later
found the car around the village where I was in Gwari.
The policemen said the people fled into the bush that was
why they were looking for visitors around that area. All the while I had no
idea why I had been arrested. The confessional statement in my case file, they
wrote it themselves and forced me to sign. After that they transferred me to
Ikoyi Prison and that was where they resumed another round of torture.
I spent almost 9 months there before they took me to
court with four other men. I didn’t even know those men. They charged us all
for conspiracy to murder. My lawyer told me to plead ‘Not Guilty’ so I did and
from there they took me to Kirikiri Medium Security Prison.
SENTENCED
TO DEATH
Four months later, they said we had a case to answer at
Apapa Court. Osibodu Jaydis Babajide after reading the charges, they took us
back to Ikoyi Prisons. The trial started in 1989 and it ran on for 6 years.
On February 15, 1995, Justice Da Silva sentenced me to
death. I told the judge that day, “You have condemned me, but God did not
condemn me.” My Mum, my Dad, my children and family members were in the court
that day. I was transferred to the Kirikiri Maximum Security Prison.
LIFE
AS A MAN SENTENCED TO DEATH.
They put me in a condemned cell. It was hell on earth.
They kept 9 of us in a very small room. That was where we took our bath, ate,
slept, defecated and eased ourselves. There were no beds. Who would give us
beds? By law, they don’t let any condemned man come out. But sometimes, they
let us out for about one hour in a day. Life in the prison was very rough.
There, I hardly slept. The prison authorities gave us food but not good food.
In the condemned prisoners cell, you wouldn’t know which
day they will call you and just execute you. In 1996, I can’t remember the
date, we were 9 in the cell. They took 8 of them out, they never brought them
back. When they call your name like that, you know what will happen. They
executed all of them.
Then, when we want to communicate with our family or our
lawyers, we go to the welfare unit and write a letter. We must wear our blue
uniform and they’ll put handcuffs and chains on our legs. Any time we wanted to
come out to welfare, or clinic or for visitation, they’ll put the handcuffs on
us. That was until 2002 when we protested and they stopped it.
I have been hearing of what has been happening in
Nigeria. I have been hearing of Boko Haram, of Obasanjo, of Goodluck Jonathan.
All the information we have there is carried over information, you can’t get
the exact information. It is what they say to us that we will believe.
My brothers used to visit me. My parents died when I was
in prison and they told me. I felt bad but I could not do anything. I just
prayed to God not to let me die in prison.
Around the millennium time, my family members brought a
phone to me at the prison but it was not approved. I had to sneak it in and we
hide to use it. If the prison wardens catch anyone with a phone, they will send
the person to prison inside prison. Real torture.
BAD
EYE
One day, something flew into my eye, maybe an insect or
something. At the prison, there was no good treatment, no specialist there to
treat us. My family members couldn’t do more than buy me drugs but I did not
see any doctor for my eye. It got badly infected and that’s how it got to its
current state.
WIFE
AND CHILDREN
As a young woman, if my wife was my sister, I would have
even advised her to marry someone else because no one knew when I was going to
come out. I won’t advice my sister to wait for a man who doesn’t have hope of
coming out. She has married again and I don’t feel bad about it. My children
used to come once in a while but they don’t really know me. Now that I am out,
they will know me better.
WHAT
KEEP ME GOING.
My biggest encouragement there were the Christian
brothers. They were very good to me. They took care of us, especially the
catholics. They didn’t want to know whether you are an idol worshipper or
whatever, they will just embrace you. I’m very close to the church now. When
God does something for you, you just have to give thanks to God.
I thank God for Pastor Ariyo Popoola. He had been coming
to prison for a very long time. He used to come and talk to us, preach to us,
tell us that this is not the end of life and that we could become something in
future. At that time, so many lawyers had duped my family, collected money and
just dropped my case.
One day in 2005, he came to me and said he wanted to take
up my case. Then, they used to call me Mr. No Hope. I didn’t believe him, I
said he should go. He came back again after some months and said he wants to
take my case. I said “is it by force, I won’t give my case to you”. But
somebody encouraged me telling me that afterall, he was not asking me for money
or anything like that. He introduced me to Chino Obiagwu, the Executive
Director of LEDAP and Kingsley Ughe, the Chief Lawyer of JLAA.
When I met them, the first thing they said to me was “My
friend, we am taking up your case and we are going to win that case. Are you
ready to sign for us?” I said I will not sign with biro, I will use thumbprint.
Then they said “I will give you a warning. Don’t call us, don’t send anybody to
us. Are you going to have patience?” I said, “Is it me that you are talking to
about patience?”
THE
FINAL APPEAL
I didn’t even have faith at all. Sometimes, when Pastor
Popoola came to prison, I would hide from him. The prisoners don’t go to the
Court of Appeal, it is only the lawyers that were representing us. He didn’t
even tell me anything and I didn’t bother to ask. Sometimes they were
communicating with my family but I didn’t believe anything will happen.
THE
CALL TO CHANGE AND GO HOME.
On the 5th of June 2012, they called me to come to the
Welfare Unit to get the progress of my case. I said I wasn’t not going there. Some people that were
sitting with me said I should go but I said I wasn’t going, that they will just
be lying to me. Later I called Pastor Popoola. He said “Egbon” (Big brother), I
said “wetin be dat” (what is it?). He said “o ti sele o” (It has happened). He
said the court of Appeal has let me go. I just started shouting, I didn’t know
what to do, how to thank him. I was very happy.
MY
VIEWS ABOUT POLICE AND THE NIGERIAN JUSTICE SYSTEM.
The police are bad, they are not doing a good job. They
are killing innocent people. Lawyers will collect your money, they will not do
any job. If a person has spent 6 years on trial and is sentenced to 15 years,
they will not count the years spent on trial, they will just start counting the
15 years from the judgment day.
Justice was not done in my case. Justice is for only
people that are rich and it is not supposed to be so. Justice is supposed to be
for all Nigerians. The man who calls himself a judge will see the truth and
will not even listen. My judge was biased towards me and I don’t know why.
We still have people languishing in that prison. People
that have spent 28, 30, 33 years. The government is not doing well. How long
will somebody be in prison? Which time will he spend the rest of his life? Let
the justice prevail.
People are changing there. A lot of people are becoming
born again. Imagine, somebody who did not go to school for his whole life will
attend primary school, secondary school and go to Open University there. Let
the government come to the aid of these poor men. A 14 year-old boy is in
prison there charged for robbery case.
WHAT
FREEDOM MEANS TO ME.
Freedom is good. The freedom to be able to walk about, to
do the things I want to do by myself. I’m not even used to it yet but it’s very
good. I’m breathing different air, eating different food. Just these few days,
my system has already changed.
I thank God for Pastor Popoola.God will be with him. I
thank God for Chino Obiagwu, JLAA and LEDAP. Thank God for Pastor Barrister
Opeyemi Baderu and Barrister Kingsley Ughe. They didn’t collect one naira from
me, up till today.
The only advice I would give is hold on to God.Be patient
and have faith. Let that person be saying to himself, “God if I’m a sinner,
forgive me and set me free. Let the people of the world see your glory in me”.
It takes a lot of pain, it’s not an easy task for somebody to be in prison.
LOOKING
AHEAD.
I will still go back to my job. If the Government wants
to help me, fine but I believe my family and my children will take me up. I’m
very hopeful. The rest of my life is going to be a very good life because I am
going to take everything so easy. If it comes, I give thanks to God, if it
doesn’t come, I give thanks to God Almighty.

GBOYEGA OYETOLA HAS REACTED TO THE VICTORY OF ADELEKE AS THE NEW ELECTED GOVERNOR OF OSUN STATE
The Osun State Government has reacted to the
victory of the opposition governorship candidate at the election tribunal.
The
three-man panel said during its ruling in Abuja Friday afternoon that the rerun
election that held on September 27 that year was illegal.
The tribunal
then deducted the votes scored by the declared winner, the All Progressive
Congress candidate, Gboyega Oyetola, at the rerun.
The tribunal
said Mr. Adeleke won the election at the first ballot on September 22, and the
rerun that INEC devised to reach a final conclusion a week later was illegal.
Mr Oyetola was sworn in as governor after the
election and is still in office.
In a
statement signed by the Secretary to the State Government of Osun (SSG), Wole
Oyebamiji, on Friday evening, the government said it remains committed to the
legal battle.
The
Government of the State of Osun wishes to appreciate the teeming support of the
majority of the people in all things essential for mutual progress.
As it is,
the administration of His Excellency, Mr Adegboyega Oyetola, Governor, State of
Osun wishes to assure the people that the judgment of the Election Tribunal has
been put on appeal.
This is to
further assure all the residents of the state of adequate security of lives and
properties, as the government of the state is still the only legitimate
government having the authority to govern the state.
We assure all our people that justice will
prevail at last, and the law enforcement agencies have been instructed to
maintain law and order across the State.
We,
therefore, urge all the residents of the state to go about their lawful duties
without any hindrance, Mr. Oyebamiji said.
Based on
Nigerian laws, Mr. Oyetola will remain in office, despite the tribunal ruling,
until all options of appeal are exhausted which is often after the ruling of
the Supreme Court.

planes that would have otherwise become scrap metal into beautiful up cycled
masterpieces. He believes that airplanes can have so much potential outside of
their intended use. He used a good dose of imagination, an old plane and a
large plot of land to create the most unique house in the world. Read on to see
how he built his very exotic home and take a look inside!
1.
Dream Big
Bruce Campbell, a retired 64-year-old engineer, has always had a
creative vision. When he was in his early 20s, he purchased a 10-acre piece of
land for $23,000 deep in the forest of Hillsboro, Oregon with a very clear
vision in mind.
From an early age,
Campbell loved tinkering with old objects and materials to create new things. His
plan for this land was to build a house from several freight vans. It seemed
like a wonderful and innovative plan, but it was before he heard about a house
built by someone else.
2.
Change of Plans
About two decades later, Bruce Campbell heard about Joanne
Ussery, a hairdresser from Mississippi who bought a Boeing 727 plane and
transformed it into her home. Her previous house burned down, so after that she
decided to build a functional airplane home next to a peaceful lakeside.
He was already moving
forward with his freight van home idea, but Campbell thought a gigantic plane
sounded so much more innovative and fun to play with. After all, he strongly
believed airplanes should be saved from becoming scrap metal. Land wasn’t an
issue because he already owned 10 acres, but he’d need enough money to buy and
transport this unconventional kind of vehicle to Oregon.

LETTER TO BOLA AHMED TINUBU
LETTER TO BOLA AHMED TINUBU: Portrait Of The Tiger Ambode
Rode (4)
Dear Chief Tinubu,
The back page of your The Nation of Tuesday 12 March where
one of your Rottweilers under the FORGED name “Segun Ibirogba” wrote “Odumakin’s
anxiety over vanishing feeding-bottles” has un-paused the button on this
serial.
I have always wondered why these intellectual almajiris
around you always attack me under fake names. It is either they are afraid of
me or they don’t believe in you to risk their names doing the dirty job for you
.Well, we know many of them hold worst views about you than us but for the free
money they have been accustomed to from a Robbin Hood.
The piece referenced was a rehash of same old silly lies and
freshly minted ones. In keeping faith with my resolve that for every dart of
lie you guys throw in my direction ,I will return 10 bombs of truth I make this
response. And for every line I write, I can say like Fela Anikulapo-Kuti “Na true I wan talk again o,if
I dey lie o, make Edumare punish me o”.
Since you guys made a failed attempt to impugn my integrity
, I have chosen to use this edition to place your life side-by-side mine on the
scale of integrity so we can know if your hen can point at the boil in a hawk’s
eye. I intend to show that were it not that Nigeria has become Ceaser’s palace
where the leper holds the veil, nobody in your circle should move near that
subject.
I am Yinka
Odumakin and nobody can say he had known me under any identity in my life
.I have led a straight life unlike you that people know under different
identities depending on whey they met you in your about 80 years on earth
.Yes,80!
Those of us who are knowledgeable about you cant buy your 66
claim for so many reasons .The current governor of Osun is the son of your
immediate senior sister from Iragbiji and he is 63 while you are claiming 66.
Your first wife died in Lagos recently unannounced at 74.
When the son he had for you died many months earlier his age
had to de doctored to fit into the lie that you live. And there is a photograph
of yours at the palace of Soun Ogbomoso
in 1974 when the current monarch was installed with a bottle of beer and packet
of cigarette in your front. You mean you were 20 when you were drinking and smoking in a palace?
There is no school I have attended in my life that my
classmates would not come out in droves to say “yeah, we were there together!”.
From St Augustine Primary School, Ondo to CAC Grammar School, Edunabon and
Oduduwa College Ile -Ife down to Obafemi Awolowo University, Ile -Ife and University of
Ghana.
At your end St John Primary School Aroloya you claimed may
be created by your new governor in Lagos. The old boys of Government College
!Ibadan were planning a reception for you when someone asked which set you
belonged to .There has been no answer to that till date and the reception was
cancelled. The tales by moonlight on Chigago State University and University of
Chiicago are all over the place.
My parents are alive in Osun and by God’s grace I will give
them a befitting burial. I will not have to send emissaries to bury them since
I have not abandoned “moomi” (that’s how we Oyo people in Osun call mummy) to
be calling another woman “maami” in Lagos to fit a life of lie and greed. No
Mama HID Awolowo would have told me that she knew all the children of “maami ”
and that I was not one of them.
My parents are not rich but I am proud of them because it is
from their black pot that my white palp has come out. I say proudly among my
University mates today that they could not afford more than N60 per month for
me throughout my University days .The story of grass to grace is a proud thing
among the Yoruba. MKO Abiola was proud of the story that he ate egg for the
first time in his life in the home of Simbiat Abiola’s parents.
With the modest means of my parents, they instilled so much
values in me that there is no crime attached to my name in all my years on
earth. Forging traveling passports had never appealed to me. Neither has my
name been linked to a narcotic ring leading to inquiry and forfeiture of
assets. All my life, my hands have provided for me. And they have provided for
you too.
I recall when you returned from exile in 1998 and running
for governor. You were not “Ezeego” then. You had only the Sunday Adigun house
and all the four cars you used then belonged to Mr Ganiyu Solomon. There were a
lot of printings being done for you by your friends at The News. I saw the
price you were being offered and I told you my press could do it at 40%. I
delivered and saved you 60%. I recall Mr Babafemi Ojodu complained openly that
they could not do the price I offered you !
That should tell you and your attack dogs that I have always
separated the cause I believe in from what I would eat unlike you who always
mix the two. You pose as a June 12 hero today but Kola Abiola is alive to tell
the story of what happened to MKO’s money as Bashorun is no longer alive. In 20
years, there is hardly any boundary between Lagos treasury and your private
pockets. Your “O to ge” moment is coming some day and all the dirty deals will
be out.
Like a rapist, you can tell your victims to shout “O to pe”
for as long as stolen funds and drug money rule Lagos politics.
I have noticed that because you and your followers have no
abiding principle and you are driven by only lust for money, you assume it is
so for everybody. Your being glued to the lowest of all spirits (money) makes
it difficult for you to make the right judgement
about people thinking they are all about money. Was it that you didn’t have
money when I told you in December 2006 that it was over between us politically?
Have I ever looked in your direction ever? There are men who may not be able to
give N10,000 to a cause but if they say
they want to see me at 8AM I would be there at 7. Can you summon me with all
your bullion vans?
I recall how you said to me in 2006 about Senator Tokunbo
Afikuyomi and I quote you “Adiye ni Tokunbo, yin agbado fun a pada” (Tokunbo is
a fowl, throw corns and it is U-turn). Has he not turned his back at you today?
You don’t have “corns ” again? This was the man who was your fall guy when you
made all the forgeries in 1999. He was among the team that went to bury your
biological mother in Iragbiji when you could not show your face, has his exit
not shown you there are men who place value on principle than money?
I have lived my political life on the basis of the fact that
an adversary today can be an ally tomorrow and vice versa. I am not beholden to
any person outside the core beliefs we share. One of the men I had an open
disagreement with was President Obasanjo and when we reconciled it was an open
thing. That differentiates me from you who walk both sides of the streets
simultaneously. You were with NADECO and also in bed with Abacha through whom
you forged friendship with the Chagourys who are your business partners till
date.
The political buffoons around you would hold you out as an
anti-third term person today but you know what happened between us on May 2,
2006. We had a meeting at Airport Hotel in Lagos where you were dictating the
communique against third term unknown to participants you were at a meeting
till wee hours of that morning to work third term in another way.
I was reading the communique to the press when you called
me. I gave the phone to the late Rev Tunji Adebiyi but you told him you wanted
to speak with me. We didn’t get to talk till late in the night. I had with me
in the car as you spoke with me from VGC to Ikeja then President of Egbe Omo
Yoruba in North America, Mr Odusanya. Let me quote you verbatim :
“I hope you have not released that communique.
We need to manage this third term carefully. Obasanjo is a blind cat. If he
causes problem now and they kill one Yoruba graduate in Kano and we kill 200
people selling onions in mile 12 it is not equal. I am therefore proposing that
we have a win-win situation. Instead of outright third term we can have the
confab recommendation of one six-year tenure starting with the incumbent having
2 extra years and so with we the governors. We can use the two years to empower
people like you and handover to one of you. I have asked General Alani
Akinrinade to come and I am going to meet Prof Soyinka to discuss it. I want
you to think about it”
I told you as a matter of fact that the proposition was
unreasonable and there was nothing for me to think about as I would prefer
outright third term where we would have elections to automatic two years
extension. But my eyes were opened to how unreliable you are that night. Here
was a man dictating communique against third term in the morning having this conversation
with me at night.
I made up my mind on you that night. The conversation I had
with you minutes after Funso Williams was killed and the way you handled your succession
made me too severe political links with you within six months .
